How do local news channels decide which news stories to show from CNN and BBC?

I wonder if local news channels have a choice, or wether they deliberately choose the top CNN or BBC story to broadcast, as these networks often act as content providers for local stations.

Can anyone link me to a reference that shows me how they decide?
